Body-Worn Cameras are Altering Public Behavior, with 44% of Brits Admitting They’d Act Differently if Filmed

Body-worn cameras are no longer just a tool for police officers. Across the UK, they’ve become a quiet staple of frontline environments, from high street stores to stadiums, trains and hotel lobbies. And new research shows the public is not only on board, but actively supportive.

A nationwide study by body-worn camera company, HALOS, has found that two-thirds (68%) of the public believe the primary reason businesses should use body-worn cameras is to protect staff from abuse. The majority (60%) believe the cameras help deter antisocial behavior in busy public settings like supermarkets or train stations, while a further 68% believe they reduce theft and other criminal activity. In a sign of shifting attitudes, almost a third (31%) also value their role in capturing evidence during disputes.

These figures reflect a cultural reset around public safety – one where surveillance tools, once seen as intrusive, are now viewed as essential. In the UK, the cameras are increasingly understood not as a threat, but as a protective presence – a practical response to growing concerns around frontline aggression.

The impact is behavioural, too. More than half of UK consumers (55%) say body-worn cameras make them feel safer, while 44% admit the presence of one would make them reconsider how they act. And while the technology is becoming more common across public spaces, it isn’t always front of mind. Just over a third of people (38%) say they’ve never noticed a body-worn camera in action – suggesting that for many, the cameras are doing their job quietly, without disrupting the atmosphere. Whilst only 21% say they feel uncomfortable when they do spot one.

This low visibility may be precisely what makes them so effective. Discreet by design, body-worn cameras are increasingly embedded into the everyday fabric of frontline environments, offering protection without disrupting the atmosphere. From retail and hospitality to transport and live events, the technology is operating beneath the surface, shaping behaviour and diffusing tension without calling attention to itself.

Matthew Dawes, Head of Enterprise Solutions at HALOS, said the findings point to a growing maturity in how the UK public views safety technology. “A few years ago, the presence of a body-worn camera might have felt unusual or even confrontational,” he said. “Today, they’re a quiet reassurance to both the wearer and the everyday person. They’re a sign that staff and consumers are protected, and that there’s a line between order and chaos that doesn’t need to be loudly enforced.”

With retail footfall climbing and a season of busy events ahead, Dawes also notes that the pressure on frontline workers is only set to grow. “People expect safe, respectful environments as a standard, and the data shows they’re comfortable with technology playing a role in that. Cameras don’t have to be obvious to be effective. They just have to be there when it counts.”

As public expectations evolve, so too is the role of body-worn cameras. Once seen as a reactive measure, they are now part of the everyday toolkit for prevention, reassurance, and accountability, even when they’re hiding in plain sight.

New York’s MTA Teams with Singer Cardi B for PSA about Subway Surfing

The Metropolitan Transportation Authority (MTA) teamed up with Cardi B to record public service announcements (PSAs) for the New York City subway system in September 2025

The Bronx-born rapper’s announcements cover general subway etiquette and directly warn against the dangerous trend of “subway surfing”.

Key messages from Cardi B’s PSAs include:

  • Warning against subway surfing: To address the fatal practice of riding on the outside of train cars, Cardi B recorded the line, “Stop subway surfing. Ride safe, keep it cute, and keep it moving”.
  • Rider etiquette: Other messages address common issues like blocking passageways, with lines such as, “Steps are for stepping, not sitting. Move it, bucko!”.
  • Encouraging fare payment: She also urges riders to pay their fares by saying, “These trains don’t move without you, so make sure you pay that fare and keep it real”.

The MTA released a video of Cardi B in the recording studio to announce the collaboration. The PSAs were launched around the same time as her album, Am I the Drama?, was released.

Union Pacific and Norfolk Southern to Create America’s First Transcontinental Railroad

Union Pacific Corporation and Norfolk Southern Corporation announced an agreement to create America’s first transcontinental railroad in July. These two companies will connect over 50,000 route miles across 43 states from the East Coast to the West Coast, linking approximately 100 ports and nearly every corner of North America. They hope this combination will “transform the U.S. supply chain, unleash the industrial strength of American manufacturing and create new sources of economic growth and workforce opportunity that preserves union jobs,” they said in a release about the acquisition.

Under the terms of the agreement, Union Pacific will acquire Norfolk Southern in a stock and cash transaction, implying a value for Norfolk Southern of $320 per share based on Union Pacific’s unaffected closing stock price on July 16, 2025, and representing a 25% premium to Norfolk Southern’s 30-trading day volume weighted average price on July 16, 2025. The value per share implies an enterprise value of $85 billion for Norfolk Southern, resulting in the creation of a combined enterprise of over $250 billion.

“Railroads have been an integral part of building America since the Industrial Revolution, and this transaction is the next step in advancing the industry,” said Jim Vena, Union Pacific chief executive officer. “Imagine seamlessly hauling steel from Pittsburgh, Pennsylvania, to Colton, California, and moving tomato paste from Huron, California, to Fremont, Ohio. Lumber from the Pacific Northwest, plastics from the Gulf Coast, copper from Arizona and Utah, and soda ash from Wyoming. Right now, tens of thousands of railroaders are moving almost everything we use. You name it, and at some point, the railroad hauled it.”

The combined company will deliver faster, more comprehensive freight service to U.S. shippers by eliminating interchange delays, opening new routes, expanding intermodal services, and reducing distance and transit time on key rail corridors. A more truck-competitive solution, the Union Pacific Transcontinental Railroad will decrease highway congestion, reducing wear-and-tear on taxpayer-funded roads. Today, Union Pacific and Norfolk Southern invest approximately $5.6 billion annually in infrastructure, innovation, and network expansion.

Amtrak NextGen Acela Begins Operation

On Thursday, Aug. 28, customers began traveling on Amtraks’ NextGen Acela, a high-speed train connecting the Northeast Corridor between Washington, D.C., New York City and Boston.

The launch of service introduces 28 brand-new trains entering service through 2027, 27% more seats per departure and expanded weekday and weekend schedules.

“NextGen Acela is more than a new train — it’s an evolution of travel,” said Roger Harris, Amtrak president. “In just a few weeks, history will be made with the debut of NextGen Acela as we launch a new standard for American train travel.”

“The NextGen Acela trains are the first high-speed trains built in America. The team at Alstom has brought nearly five decades of global experience in high-speed rail to the United States to deliver the fastest and most technologically advanced trains in the nation,” said CEO of Alstom, Henri Poupart-Lafarge. “We thank Amtrak for their trust and partnership, the Federal Railroad Administration and USDOT for their leadership, our suppliers, designers, engineers and especially the hard-working men and women in Hornell who are building these high-speed trains in America, for America.”

Amtrak says five sleek new trainsets will be in service initially, with more trains joining the fleet through 2027. The NextGen Acela fleet was assembled at Alstom’s facility in Hornell, NY by skilled Machinists Union workers, using components from over 180 suppliers across 29 states — creating approximately 15,000 U.S. jobs.

Trump’s Transportation Secretary Sean P. Duffy Unveils New Acela Trains, and announces Plan to Reclaim Management of Union Station

U.S. Transportation Secretary Sean P. Duffy joined Amtrak leaders to celebrate the launch of the new Acela trainsets and announce that the Department of Transportation (USDOT) is reclaiming management of Washington Union Station. This historic building has been a USDOT asset since the 1980s, and strong direction is needed to restore this federal asset to its former glory.

“With these new Acela trainsets, Amtrak will provide more reliable service and lower prices for the American people — all while increasing the organization’s profitability,” said U.S. Transportation Secretary Sean P. Duffy. “But we’re not stopping there. Instead of being a point of pride, Washington’s Union Station has fallen into disrepair. By reclaiming station management, we will help make this city safe and beautiful at a fraction of the cost.”

USDOT has owned Washington Union Station since the early 1980s, but its control has been steadily reduced under various agreements and leases. Prior to this announcement, the Union Station Redevelopment Corporation (USRC) controlled the parking structure but received little other revenue, leaving far too little funding to keep the historic station in good repair.

Amtrak, however, recently acquired a sublease from USRC that will allow retail income to be reinvested back into the station’s infrastructure.

USDOT will now leverage the commercial aspects of Union Station, under the direct management of USRC, to reinvest in Union Station. The capital needs of Union Station include improvements to elevators, lighting, and security along with enhancements to the passenger experience and replacing the roof and other major systems.

USDOT anticipates that reinvestment and improved security will dramatically improve the income from the station, which should unlock opportunities for private investment as part of potential expansion of the station.

USDOT is renegotiating a cooperative agreement with the Union Station Redevelopment Corporation (USRC) and Amtrak. In September, formal action confirming the USDOT’s renewed control of Washington Union Station is to be expected.

Tube Strike Drags on in London

Tube strikes are continuing in London as the city enters the fifth day of disruption to the London Underground. Officials at Transport for London (TfL) have warned commuters will have disruptions through the week as workers strike over pay and working conditions. This has caused Tube service to be in disarray.

Downing Street said passengers were “fed up” and asked for union bosses and transport officials to find a solution. “I think Londoners will rightly be fed up with the disruption from Tube strikes this morning — as parents try and drop their kids off at school, get to hospital appointments, get to work — and RMT and TfL need to get back around the table, work together to resolve this dispute in the interests of passengers,” said the spokesman for the Prime Minister.

Rail, maritime and transport leaders are asking for better pay, shorter working week and travel perks for staff. TfL has said these demands are not affordable.
